In-Store Specialty Delicatessen and Bakery Resale Operations to include Sushi

The Defense Commissary Agency (DeCA) is seeking qualified contractors to provide labor, management, and a range of specialty food products, including sushi, to support In-Store Specialty Delicatessen and Bakery Resale Operations at 17 commissary locations divided between the East and West areas. Ownership of products will remain with the contractor until sale at the front-end register. Contractors are required to submit pricing as a percentage of savings passed to patrons. The contract, expected to begin around July 1, 2019, will be fixed-price and include a 24-month base period with three 12-month option periods, plus the potential for an additional five annual award terms. The 17 commissary locations are grouped into two Contract Line Item Numbers: the East Area, covering seven locations in Virginia, and the West Area, with ten locations in Texas. The award will be based on a best value tradeoff process, possibly resulting in one or multiple contracts. The solicitation, associated with NAICS code 722310 and a size standard of $38.5 million, was scheduled for release on or about February 21, 2019, with site visits and additional details to be provided.
