The Defense Commissary Agency (DeCA), a Department of Defense entity responsible for operating a global network of 237 commissaries serving military members and authorized patrons, is seeking industry input through a Request for Information (RFI) to revise and improve its Performance Work Statement (PWS) for In-Store Specialty Delicatessen and Bakery Resale Operations, including sushi offerings. This RFI is part of DeCA’s efforts to align contract requirements with its mission to provide quality grocery benefits at significant savings, enhance family readiness, and maintain operational excellence. The agency emphasizes the importance of leveraging industry expertise and best practices to increase sales growth and ensure patrons receive meaningful savings compared to local commercial supermarkets. Vendors responding to this RFI are asked to propose pricing that guarantees at least a 1% savings on each item relative to a comparable commercial market within a 20-mile radius of each commissary location. This solicitation is for information gathering only, not for contract award, and no payment will be made for response preparation or submissions. DeCA has established specific submission guidelines, including a 25-page limit on responses and a prohibition on direct contact with individual commissary stores. Questions were accepted only until March 21, 2019, with DeCA providing consolidated responses to submitted inquiries. Pricing proposals must include all associated costs such as labor, materials, overhead, and profit. The agency’s goals include sustaining a capable and diverse workforce while maintaining agility and governance within its operations. Key points of contact for this initiative are the designated Contract Specialist and Contracting Officer, who manage communications and questions related to this RFI.

This modification attaches Q&A Part I; any unaddressed questions or comments that remain will be posted at a later date, Q&A-Part II. The timeframe has now expired for submitting questions regarding this RFI. ----------------------------------------- This notice is a Request for Information (RFI) in accordance with FAR 15.201(e) and is not a Request for Proposals (RFP). The Government will not award a contract on the basis of this notice. No funds are available to pay for preparation or responses to this RFI and no entitlement or payment of direct and/or indirect costs or charges by the Government will arise as a result of a vendor's submission of a response to this RFI or the Government's use of such information. This RFI is for planning purposes only and any information submitted by respondents to this RFI is strictly voluntary. The Government wants to secure information regarding the capabilities of industry to meet Agency requirements as stated herein. The Defense Commissary Agency (DeCA) is a United States (U.S.) Department of Defense (DoD) agency, with its headquarters at Fort Lee, VA. DeCA operates a worldwide chain of commissaries providing groceries and related household items to Active, Reserve, and Guard members and the Uniformed Services, retirees of the services, authorized family members, and other authorized patrons in a safe and secure shopping environment. Authorized patrons purchase items that are variably priced plus a 5-percent surcharge, which covers the costs of building new commissaries and modernizing existing ones. Shoppers save thousands of dollars annually on their purchases compared to commercial prices when shopping regularly at a commissary. A core military family support element, and a valued part of military pay and benefits, commissaries contribute to family readiness, enhance the quality of life for America's military and their families, and help recruit and retain the best and brightest men and women to serve their country. DeCA currently operates 237 military commissaries worldwide with annual sales estimated at $4.7 billion. A military commissary is a Government facility providing grocery products, services, and other merchandise to authorized individuals, termed "patrons." It is a facility designed and operated similar to commercial supermarkets. DeCA's goals are to provide service members and their families with a quality benefit at significant savings; sustain a capable, diverse, and engaged civilian workforce; and be a model organization through agility and governance. DeCA is in the process of updating the Performance Work Statement (PWS) language for the In-Store Specialty Delicatessen and Bakery Resale Operations to Include Sushi to ensure the requirement performance and goals align with the continued success of DeCA's mission, vision, and goals. DeCA's objective is to utilize industry expertise and best practices. DeCA seeks industry comments for the revised PWS language attached hereto. Furthermore, DeCA requests industry comments on the following language and the feasibility of the pricing elements of the requirement criteria. DeCA is seeking to: 1) increase year over year sales growth; 2) provide a patron savings at each commissary location. The amount expressed as a percentage of savings is what the offeror proposes to save the commissary patron on each item for the respective product category when evaluated against same or similar items from comparable commercial supermarket operations in a twenty (20) mile local commuting survey area of each commissary location. Offerors shall propose no less than a one (1) percent of savings, for each product, for each CLIN, and corresponding sub-CLINs, as set forth in a potentially solicited SCHEDULE OF SUPPLIES/SERVICES. Pricing offered on a sub-CLIN shall be applicable to all locations covered by the CLIN. Additionally, pricing of the one or more clusters of sub-CLINs offered from the potentially solicited SCHEDULE OF SUPPLIES/SERVICES shall include labor, materials, overhead, and profit costs for the work effort required to operate and manage the contracted operations at the locations set forth in the schedule. Responses are limited to twenty-five (25) single-sided pages, Times Roman, size twelve (12) font, and one inch margins. Contact with the individual DeCA stores is prohibited. In the event that a vendor has any specific questions regarding this initiative, they are asked to refer those questions, in writing, by the cut-off date, to the email address shown below. The deadline for the receipt of questions and/or comments is March 21, 2019, 5:00 p.m. EST. Responses to all questions submitted will be consolidated and posted to www.fbo.gov, no later than April 3, 2019. Refer all questions and/or comments via email to Lynn B. Dent, Contract Specialist, contact@example.gov or Trista P. Robinson, Contracting Officer, contact@example.gov.

Resale Ordering Agreement (ROA) Modification for FDS items
Solicitation # ROAModificationFDS
The Defense Commissary Agency (DeCA) is implementing a mass modification to the Resale Ordering Agreement (ROA) for Frequent Delivery System (FDS) items, effective November 11, 2026. This no-cost agreement updates the ordering and delivery framework by establishing the role of DeCA-authorized Distributors and a Cost of Goods (COG) pricing structure. Under this framework, suppliers are required to maintain established COG pricing and ensure product availability for authorized distributors, who then handle physical distribution to DeCA commissaries, ports, and other designated receipt locations. While DeCA typically remits payment to distributors, the agency retains the unilateral right to order and pay suppliers directly at the established COG. Suppliers must adhere to strict quality and compliance standards, including providing the latest date-of-pack products and meeting specific minimum shelf-life requirements at the time of final delivery: 10 days for milk, 12 days for processed meats and chilled products, 21 days for frozen items and ice cream, and 30 days for center-store grocery. Compliance obligations include brand-name certifications, regulatory adherence, and a strict prohibition on furnishing covered seafood items per 10 U.S.C. 4862(g). Additionally, suppliers must submit recurring monthly trade term reports and provide ad-hoc cost breakdowns within ten calendar days upon request. Price quotes must be submitted electronically via the EDI 879 Transaction Set or the DeCA Web Pricing portal by the 10th or 25th of the month to meet specific effective date windows.
