INTENT TO SOLE SOURCE


The United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for the acquisition of a comprehensive furniture package to update outdated furniture that no longer supports mission functions in Facility 20016. This project requires the following product types: Conference Tables, Buffet Credenza, Seating, Break Room Furniture, Glass boards, and Flooring.



The Government intends to solicit and negotiate with only one source under the authority of RFO 12.102(a). The Contracting Officer has determined that only one source is reasonably available: Elements IV Interiors.



This proposed procurement will be a Sole Source under North American Industry Classification System code (NAICS) 337214 – Office Furniture (except Wood) Manufacturing, with a size standard of 1100 employees.



The proposed source is Elements IV Interiors, 3680 Wyse RD, Dayton, Ohio 45414.



This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within 5 (five) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



In order to comply with RFO 12.102(a), the reason for lack of competition is as follows: A competitive solicitation, FA8601-26-Q-0046, was conducted that yielded only one technically acceptable offeror. On 07 May 2026, the solicitation was originally posted on SAM.gov with responses initially due on 22 May 2026. The response date was extended to 27 May 2026. A total of seven (7) quotes were received. On 01 June 2026, five of the quotes were submitted for technical evaluation, and on 02 June 2026, the Government was notified that only Vendor B (Elements IV Interiors) had passed. On 03 June 2026, the two remaining proposals were evaluated and neither passed. This makes the effort a sole source contract action. Price is considered fair and reasonable based upon lowest price technically acceptable.



The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
