LEAD VENDOR FOR RESIDENTIAL TURNKEY SERVICES FOR SINGLE AND MULTI-FAMILY ENERGY EFFICIENCY PROGRAMS

The Cape Light Compact JPE is soliciting proposals for a Lead Vendor to implement and manage residential turnkey energy efficiency programs for single-family (1-4 units) and multifamily (5+ units) properties. Aligned with the Compact's Three-Year Energy Efficiency Plan, the program focuses on cost-effective energy savings and improving health and safety, with a specific emphasis on reaching moderate-income, renter, and English-isolated households. The scope of work includes six primary components: incentives, decarbonization home energy assessments, renter and landlord outreach, enhanced residential offerings, the turnkey delivery of cold-climate air-source heat pumps, and rebate verification screening. The Lead Vendor will be responsible for intake support, heat pump feasibility reviews, system design, and managing subcontractor bid solicitations, serving as the primary point of contact for customers. The contract is scheduled for implementation starting January 1, 2027, with a maximum potential term of ten years. Proposers must be Building Performance Institute (BPI) accredited and adhere to Mass Save Energy Assessment and Turnkey Solutions Standards. Evaluation is based on a most advantageous proposal approach, utilizing pass/fail gates for qualifications and timely submission, alongside weighted factors for pricing and comparative evaluation criteria. Bidders must submit separate technical and pricing proposals by September 8, 2026. Key requirements include comprehensive insurance coverage, including cyber and pollution liability, compliance with prevailing wage laws, and the submission of business diversity certifications. Payments are processed monthly within 45 days of invoice receipt, subject to municipal finance laws and quality assurance inspections conducted by a statewide vendor.
