LEAD VENDOR FOR RESIDENTIAL TURNKEY SERVICES FOR SINGLE AND MULTI-FAMILY ENERGY EFFICIENCY PROGRAMS

Cape Light Compact JPE is soliciting proposals for a Lead Vendor to implement and manage residential turnkey energy efficiency programs for single-family and multifamily homes, including attached low-rise and high-rise facilities. Aligned with the Compact's Three-Year Energy Efficiency Plan, the scope of work encompasses six primary components: incentives, decarbonization home energy assessments, renter and landlord outreach, enhanced residential offerings, the turnkey delivery of cold-climate air-source heat pumps with barrier remediation, and rebate verification screening. The Lead Vendor will serve as the primary point of contact for customers, managing the entire process from intake and income verification to system design and subcontractor bid solicitation, with a specific focus on moderate-income qualified households. The procurement process requires a technical proposal and a separate pricing proposal to be submitted electronically to Margaret Song by September 8, 2026, at 12:00 p.m. ET. A pre-bid conference is scheduled for August 5, 2026, for vendors who RSVP by August 3. Evaluation is based on a most advantageous proposal approach, considering pricing, comparative evaluation criteria, and negotiated terms, provided the vendor passes minimum qualification gates. The contract is slated for implementation starting January 1, 2027, with a maximum potential term of ten years. Qualified professionals must be Building Performance Institute (BPI) accredited and adhere to Mass Save Energy Assessment and Turnkey Solutions Standards. The selected vendor will be subject to rigorous quality assurance inspections by a statewide QA/QC vendor and must maintain comprehensive insurance coverage, including cyber liability of 3 million dollars and pollution liability of 1 million dollars. Compensation is based on a structure involving monthly call center and management fees, as well as per-project fees for heat pump installations, barrier activities, and comprehensive assessments. Monthly invoicing is required by the 10th of each month, with payment remitted within 45 calendar days.
