ManTech Program Conference

The Department of Defense, through Washington Headquarters Services Acquisition Directorate, is issuing a Sources Sought Notice for the ManTech Program Conference to gather information that will help determine the appropriate acquisition method for a no-cost contract. Responses are due by June 12, 2026, and must be submitted as a capabilities statement addressing experience, staffing, and technical capabilities via email to the designated government inbox with a specific subject line format. The contract requires full compliance with federal and defense regulations including FAR clauses 52.227-14 and 52.203-13, DFARS clauses 252.227-7015 and 252.204-7012, DoD Instruction 5200.48 on Controlled Unclassified Information, and FAR Subpart 9.5 on Organizational Conflict of Interest. Contractors must implement a quality control program within 30 days of award and submit any modifications for written approval. Performance metrics include a 95% on-time delivery rate for all deliverables, 100% compliance in venue procurement through competitive best-value selection, 99% uptime for digital platforms, and zero tolerance for unauthorized disclosure of personally identifiable information, which must be transmitted through DoD SAFE or equivalent. All personnel must sign a WHS/AD Non-Disclosure Agreement within five working days of award or onboarding. While no government-furnished property is provided, contractors are responsible for all supplies, equipment, facilities, software, and licenses needed to perform.
