The National Institute of Allergy and Infectious Diseases (NIAID) is continuing its support for the Martin Delaney Collaboratories (MDCs) for HIV Cure Research, aiming to develop innovative strategies to manage and ultimately eradicate HIV. The program focuses on controlling viral replication without lifelong antiretroviral therapy, targeting the elimination of HIV reservoirs in the body. Additionally, it addresses the specific needs of children living with HIV. By fostering collaboration among academic institutions, government scientists, private sector partners, and community stakeholders, the MDC program promotes efficient research through shared resources, specialized technologies, and combined expertise. This initiative supports basic, translational, and clinical research efforts, leveraging economies of scale to accelerate progress towards an HIV cure. The authority for this program arises from sections of the Public Health Service Act and relevant federal regulations. NIAID facilitates this effort as part of the Department of Health and Human Services under the National Institutes of Health, with Diane Lawrence, Ph.D., serving as a primary point of contact. The program was forecasted for continuation as of mid-2025, reflecting an ongoing commitment to advancing HIV cure research.

The National Institute of Allergy and Infectious Diseases (NIAID) seeks to advance its mission by continuing support for the Martin Delaney Collaboratories (MDCs) for HIV Cure Research. The goal of the MDC program is to develop strategies to control viral replication without the need for lifelong antiretroviral therapy, with an ultimate goal of completely eradicating HIV reservoirs from the individual. The program will also address the unique needs of children living with HIV. The MDC program will accelerate HIV cure research by fostering strategic collaborations among academic institutions, scientists in government, the private sector, and community stakeholders. The program provides economies of scale by leveraging shared reagents, research resources, and specialized technologies in support of basic, translational, and clinical research. Grant authorities that allow NIAID to forecast this opportunity are as follows: Sections 301 and 405 of the Public Health Service Act as amended (42 USC 241 and 284) and under Federal Regulations 42 CFR Part 52 and 2 CFR Part 200.

Exosome Purification, Exosomal RNA Purification, and Small RNA-Sequencing ServicesThe National Institutes of Health, in collaboration with the National Institute on Alcohol Abuse and Alcoholism and the Eunice Kennedy Shriver National Institute of Child Health and Human Development, seeks specialized laboratory services to support the POTS clinical research study conducted at NIH in Bethesda, Maryland. The contract requires a qualified provider to process 31 irreplaceable plasma specimens from human participants, performing integrated exosome isolation, exosomal RNA purification, and small RNA-sequencing using Illumina platforms. These tasks must be completed with strict adherence to sample integrity and chain of custody protocols, as the requiring laboratory lacks the validated capacity or bandwidth to perform these procedures in-house within the required timeframe. Each specimen, consisting of 0.5 mL of plasma, must be processed to yield intact exosomes split into multiple aliquots, with exosomal RNA extracted and_QUALITY controlled, and a portion used for downstream sequencing. The contractor is responsible for supplying all personnel, equipment, reagents, and materials necessary to complete the work. The provider must prepare libraries, sequence all 31 samples on the Illumina platform with a target of approximately 20 million raw reads per sample at 1x51 bp, and deliver sequencing data to the government via both physical hard drive and digital download. Basic bioinformatics processing, including read trimming, filtering, and mapping, is also required to ensure analysis-ready outputs. All specimens and resulting materials must be returned to the NIH in accordance with prescribed protocols, maintaining proper documentation and tracking throughout the entire workflow. The solicitation, numbered 75N98026Q00707, is open for response until July 7, 2026, under NAICS code 541714, with no set-aside requirements, and point of contact for inquiries is John Burton at NIH.
