The Office of Procurement Operations (OPO) on behalf of the Office of Science and Technology (S&T) Directorate hereby issues this notice of intent to award a sole-source procurement. DHS OPO intends to solicit and award a sole source order for National Fire Protection Association (NFPA) Subscription Services to National Fire Protection Association, Inc 1 Batterymarch Park, Quincy, MA 02169-7454. This notice of intent to solicit and award a sole source order under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR12.102(a) “only one source available.” The relevant NAICS code is 519290 – Web Search Portals and All Other Information Services, with a size standard of 1,000 employees. The PSC code is R605 – Support-Administrative: Library.

Background
DHS Science and Technology (S&T), Office of Science and Engineering (OSE), Systems Engineering and Standards Division (SESD), provides various enterprise-wide services to DHS in the areas of technical standards and conformity assessment. Such services include the funding of organizational membership in consortia groups, trade associations and professional societies that develop and promote technical standards and conformity assessment schemes.
NFPA subscription services under Department of Homeland Security (DHS) order (70RTAC24P00000001) was originally managed through the DHS Library. The overseeing of this effort is now with the Office of Safety and Environment (OSE), Safety and Environmental Services (SES), and Standards. The NFPA codes and standards, which are critical for maintaining safety, compliance, and operational effectiveness across DHS facilities and programs.

DHS has determined that National Fire Protection Association (NFPA) subscription, can only be obtained from NFPA, Inc. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government.
This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency.
