The National Institutes of Health Clinical Center has issued a Notice of Intent for a bridge contract with America’s Staffing Partner to provide uninterrupted medical assistant staffing support until a new competitively awarded contract is in place, anticipated in 2026. This interim agreement is necessary due to the expiration of the current Medical Support Assistants contract on December 14, 2025. The contract ensures continuous daily coverage to support nursing staff on patient care units at the NIH Clinical Center in Bethesda, Maryland. Given the urgent nature of this staffing requirement, the procurement is conducted under the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, specifically Subpart 13.5(a), which permits streamlined acquisition processes for commercial services with values up to $9 million, or $15 million in certain covered circumstances. This approach exempts the requirement for full and open competition under FAR Part 6 and emphasizes efficiency, economy, and reduced administrative burden. This is a non-solicitation notice, meaning that no formal requests for quotations will be issued, and no proposals are solicited at this stage. The award will be based on a lowest price, technically acceptable methodology centered on ensuring that services meet commercial standards for medical assistant support. No detailed contract line items, pricing, or extended performance metrics are specified, and traditional elements like packaging, inspection criteria, or specific quality standards do not apply given the service nature of the contract. The contract specialist, Ryssa Nix, is the designated point of contact for comments or inquiries via email prior to the closing date of December 12, 2025. The place of performance and administration is Bethesda, Maryland. While no formal certifications, size determinations, or socioeconomic considerations are provided at this notice stage, the contract references NAICS code 561110 for office administrative services. The contract documentation also omits typical contract administration details such as payment offices, acceptance locations, or invoicing methods, consistent with the simplified acquisition framework and the interim, bridge nature of this staffing support arrangement.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 –Simplified Acquisition Procedures, Subpart 13.5(a) This subpart authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $9 million ($15 million for acquisitions as described in 13.500(c)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial products or commercial services. Contracting officers may use any simplified acquisition procedure in this part, subject to any specific dollar limitation applicable to the particular procedure. The purpose of these simplified procedures is to vest contracting officers with additional procedural discretion and flexibility, so that commercial acquisitions in this dollar range may be solicited, offered, evaluated, and awarded in a simplified manner that maximizes efficiency and economy and minimizes burden and administrative costs for both the Government and industry.  Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
