Wayne County Department of Aging and Youth promotes independence, health, dignity, and quality of life for older adults and their families. One of the programs supporting this goal is the Personal Emergency Response System (PERS) program. The Department subcontracts this service and is issuing this solicitation in compliance with purchasing policies. The Wayne County Department of Aging and Youth is interested in contracting certain responsibilities of this program to an experienced and capable vendor ("Vendor") whose headquarters are located within the State of New York, or has a physical location or a branch within 75 to 100 miles of Wayne County Department of Aging of Youth to facilitate a timely response to the department's requests for services, and uses a United States-based call center. At a minimum, 1) The Vendor will provide and install approximately 250 PERS units and accessories (pendants for all units) with Vendor-owned equipment. If Vendor does not directly own the units, but will be renting or subcontracting that function, information on the subcontractor must be provided; and 2) The Vendor will monitor these units for a monthly fee from the time of installation onward (if Vendor does not directly monitor the units, but will be subcontracting that function, information on the subcontractor must be provided). The Vendor will continue to handle all removals, installations, accessory and battery replacement, and other routine maintenance duties after initial installation of these units for all future PERS referrals from the Department. Units and all associated equipment will remain the property of the Vendor. The Department expects the program will continue with approximately 250 subscribers, but this number may increase or decrease at the Department's option. Units currently installed are the current contractor's property and must be retrieved and returned to the Department during installation if a new vendor is selected. The Department will turn those units over to the current vendor.
