The Navajo Area Indian Health Service is conducting market research to identify qualified vendors capable of installing a commercial-grade Pharmacy Intrusion Detection System at the Kayenta Health Center in Kayenta, Arizona. This initiative is not a solicitation but a formal sources-sought notice aimed at gathering information to shape future acquisition strategy, including competition, potential set-asides, and the identification of Indian-owned economic enterprises. The requirement calls for a fully operational security system that furnishes, installs, programs, tests, and commissions a pharmacy intrusion detection system capable of transmitting real-time alarm notifications to local security and law enforcement. All equipment must be UL-listed and comply with the National Electrical Code, NFPA 72 signaling standards, and healthcare facility safety protocols including infection control and pre-construction risk assessments. The contractor is responsible for providing all labor, equipment, materials, and documentation including product specifications, as-built drawings, operation and maintenance manuals, testing records, warranty information, and operational training for designated personnel. Work must be performed in accordance with strict facility security protocols, requiring contractor personnel to wear visible identification, coordinate access with facility staff, sign in and out, and follow pharmacy security procedures. The government will not supply any tools, cables, or installation materials. Responses must be submitted via email to Brandon Martinez at Brandon.Martinez@ihs.gov by July 2, 2026, at 12:00 pm MST, with the specified subject line. Submissions must include a detailed company profile with Unique Entity Identifier, name, address, primary point of contact, business size, ownership type, socio-economic certifications such as 8(a), WOSB, SDVOSB, HUBZone, and Native American ownership status, along with current SAM.gov registrations and certifications. Companies asserting qualification as an Indian-owned Small Business Economic Enterprise or Indian-owned Economic Enterprise must submit the completed IHS IEE Representation Form, self-certifying compliance with the Buy Indian Act and maintaining eligibility throughout the offer, award, and performance phases. Failure to include all required information will result in a non-responsive designation. No telephone inquiries will be accepted, and no feedback or evaluations will be provided. The North American Industry Classification System code is 561621 with a small business size standard of $25 million, and the place of performance is at Kayenta Health Center, 86033.

**THIS IS AN INDIAN-OWNED SMALL BUSINESS ECONOMIC ENTERPRISE (ISBEE) SET-ASIDE**

The Indian Health Service, Kayenta Health Center located at Highway 160 Mile Post 394.3, Kayenta AZ 86033 has a requirement to procure and install an Intrusion Detection System (IDS) to support operational security requirements for controlled pharmacy areas.

The Government will award a contract on a Best Value Trade-Off basis to the responsible offeror whose quotation represents the best overall value to the Government, price and non-price factors considered.

The scope of work encompasses providing all labor, materials, and technical support required to furnish, install, program, and commission a complete pharmacy intrusion detection system for KSU. This includes installing critical hardware such as control panels, motion detectors, high-security door contacts, duress alarms, cabling, and backup power supplies. Upon completion, the contractor must ensure the finished system is fully tested, operational, and scalable to support future expansion.

As the technical differences between proposals decrease, the importance of price in the final award decision will increase. The Government reserves the right to award to other than the lowest-priced offeror if the superior technical capability or qualifications of a higher-priced offeror warrants the additional cost.

Offerors must strictly follow the submission instructions detailed in Section E (page 45) of this solicitation to be considered for evaluation and award.

All technical and administrative questions must be submitted via email to Brandon.Martinez@ihs.gov no later than Wednesday, August 26th at 12:00pm MDT. Questions received after this deadline may not be answered.

Please ensure all quotations are prepared in strict accordance with these instructions. Failure to provide any of the required documentation shall render the quotation incomplete and ineligible for award without further evaluation.

The Government shall keep the solicitation posted and open for quotes until August 31, 2026, 04:00pm MDT.

CCTV, Access Control, and Physical Security System Maintenance - Naval Hospital Camp Pendleton
Solicitation # HT941026RFI0009
The Defense Health Agency is seeking industry input for a non-personal services contract to provide comprehensive preventive and corrective maintenance for Electronic Security Systems at Naval Hospital Camp Pendleton and its associated branch clinics in California. The work includes maintenance, troubleshooting, and repair of integrated physical security infrastructure featuring OEM platforms such as Avigilon, Lenel, Genetec, Hirsch, Bosch, and Stentofone, all operating on a standalone, closed-loop network that is isolated from the DoD IT infrastructure. This exclusivity means standard cybersecurity requirements like RMF, CMMC, and SAAR do not apply, simplifying compliance for contractors while maintaining strict adherence to UFC 4-021-02, UFC 4-510-01, and other facility safety standards. The contractor must supply all personnel, tools, materials, and equipment necessary to ensure 90% operational readiness for access control, video surveillance, life-safety alarms, and intercom systems, with emergency repairs initiated within two hours and routine repairs completed within 24 hours. Quarterly preventive maintenance, submission of 100% completed test logs, and secure handling of government-issued equipment are critical performance obligations. Contractors must hold an active California C10 or C7 contractor license and ensure all technicians possess current, manufacturer-authorized certifications for the specified ESS platforms. The performance period includes a three-month base period beginning September 30, 2026, followed by four one-year option periods extending through December 29, 2030, with a transition phase from August to September 2026 for personnel onboarding and training. All work is performed on-site at designated locations including the main hospital and clinics within Camp Pendleton, with access granted via DBIDS without requiring DoD credentials or handling of PII/PHI. Responses to this market research solicitation must be submitted as a single five-page capability statement via email by August 14, 2026, including company UEI, CAGE code, business size status, and proof of required licenses and certifications. No pricing data, CLINs, or contract value estimates are included in this request, and the ultimate award basis—whether trade-off or otherwise—will be determined in a subsequent solicitation. Point of contact for submissions is Dominic Gonzales, Contract Specialist, at the provided email address.

J065--Lynx System Technical Support Services
Solicitation # 36C25926Q0717
The Department of Veterans Affairs, through Network Contracting Office 19, has issued solicitation 36C25926Q0717 for the continued software support and maintenance of the Lynx Duress and Mass Notification System at the VA Western Colorado Health Care System in Grand Junction, Colorado. This firm-fixed-price contract is a total small business set-aside and is structured as a base year with four one-year option periods, beginning September 1, 2026. The primary objective is to ensure uninterrupted operation, system reliability, and staff safety by providing authorized software updates, patches, remote technical support, and system verification. Because the Lynx system is proprietary, the government has justified a single-source award to Micro Technology Services, Inc. (MTSI) as the original equipment manufacturer and sole authorized provider, noting that third-party maintenance would void manufacturer support and create unacceptable safety risks. The scope of work is limited to the maintenance of the existing Lynx infrastructure and does not include new installations or system expansions. Contractors must adhere to strict Department of Veterans Affairs information security and privacy protocols, including compliance with NIST, FISMA, and FIPS standards. Special requirements include mandatory background investigations for personnel, strict data handling and sanitization procedures, and immediate reporting of any security or privacy incidents. Proposals must be submitted via email to the designated contract specialist by 10:00 a.m. MT on August 20, 2026, and must consist of four distinct volumes covering technical capability, price, the Buy American Certificate, and an authorized distributor letter if the offeror is not the original equipment manufacturer. Evaluation will be conducted using a trade-off process, prioritizing technical capability and quality over price.

Key personnel cannot be changed without 30 days’ notice and written approval, and the contractor is strictly prohibited from creating the appearance of personal services, consistent with non-personal services clauses specific to the Indian Health Service.
