The Department of Defense’s Defense Health Agency Contracting Activity (DHACA) plans to issue a Request for Proposal (RFP) for an on-ramp to the existing OMNIBUS IV Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle, which supports military medical research and development services. This on-ramp is specifically set aside for small businesses certified under the SBA 8(a) Business Development Program, allowing multiple new 8(a) awards aligned with the existing IDIQ contract structure. The OMNIBUS IV contract, competitively awarded with a base ordering period from June 2022 through June 2027 and an option period extending to June 2032, has a cumulative ceiling of $10 billion and has issued over 50 task orders valued at more than $600 million. Task orders under this vehicle can be competed fairly among contract holders or set aside based on small business socioeconomic categories, with a notable portion awarded to 8(a) participants and small businesses. The formal RFP release is anticipated around late February 2026, with proposal submissions managed electronically via the Procurement Integrated Enterprise Environment (PIEE). The contract scope encompasses broad health-related research and development focused on military medicine, organized into four market segments: Research and Development, Research and Development Support Services, Regulatory Processes, and Translational Science Support. Work performed must comply with federal and DoD regulations including FDA guidelines and human/animal research protections, emphasizing quality, safety, security, and regulatory compliance. While specific evaluation factors and basis of award criteria have not been detailed, adherence to SBA 8(a) certification requirements and FAR regulations is mandatory, including recertification of size and eligibility within the contract term. Contract administration and task order issuance are managed primarily from Fort Detrick, Maryland, the principal place of performance. This solicitation extension allows additional time for the Department of Defense to finalize guidance associated with the Revolutionary FAR Overhaul, which impacts contract negotiation and award procedures effective early 2026. No specific packaging, key personnel, security clearance, or organizational conflict of interest provisions are outlined at this stage, and final contractual terms and conditions will be set forth in the forthcoming RFP.

Amendment 0003 to this pre-solicitation notice is to extend the anticipated posting timeframe of the solicitation to late June 2026. The Department of War (DoW) implemented the Revolutionary FAR Overhaul earlier this year and has continued issuing updates to it. Additional time is needed to implement the recent guidance pertaining to the FAR Overhaul. This is a pre-solicitation notice to synopsize the intention of the Defense Health Agency Contracting Activity (DHACA) to issue a Request for Proposal (RFP) for an on-ramp to the OMNIBUS IV Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle covering military medical research and development services. The eventual RFP will be set-aside for small businesses certified under the Small Business Administration 8(a) Program. The Government anticipates making multiple new awards under this on-ramp, and all new awards will align with the existing unrestricted contract vehicle. This notice is not a request for proposals and does not commit the Government to any contractual agreement. The OMNIBUS IV contract vehicle was awarded under full and open competition with a base ordering period of 20 June 2022 through 19 June 2027 and an Option Ordering Period of 20 June 2027 ? 19 June 2032. Task orders may be competed under fair opportunity (providing all Contract Holders within a Market Segment the opportunity to submit a proposal) or an exception to fair opportunity (such as set-asides for small businesses or applicable small business socioeconomic categories). The cumulative ceiling of this unrestricted IDIQ contract vehicle is $10 billion. To date, the accumulated awarded task order value (including future unexercised option periods) is over $600 million across 51 task orders. Task Orders have been issued by a growing number of end users including DHACA, the U.S. Army Medical Research Acquisition Activity (now integrated into DHACA), the Naval Supply Systems Command, and the Uniformed Services University of the Health Sciences. When excluding the task orders simply providing a minimum guarantee to the existing Contract Holders, 51 task orders have been issued off this contract vehicle with 8 task orders being set aside for the 8(a) Program and 9 task orders being awarded to an 8(a) Participant. 33 task orders have been awarded so far to small businesses under this contract vehicle. Of the 51 task orders, 94% were awarded during the Government Fiscal Years 2024 - 2026, and the amount of competitive task orders has grown each fiscal year. The Government anticipates releasing the formal RFP for the OMNIBUS IV on-ramp on SAM.gov around late February 2026 (at least 15 calendar days from the posting of this notice. TECHNOLOGY LICENSING OPPORTUNITY: DC RecruiterDC Recruiter is an innovative immune-enhancing technology developed by scientists at Los Alamos National Laboratory that uses a self-assembling peptide nanofiber to recruit and activate dendritic cells, critical components of the immune system. Unlike traditional pathogen-specific vaccines and treatments, this approach is designed to trigger an early, broad-spectrum immune response regardless of the specific infectious agent. The product is formulated as a needle-free, spray-friendly application, enhancing its practicality and ease of use in various settings. Its core advantage lies in addressing the challenge of rapid immune activation before the pathogen is identified, providing fast-acting defense during exposure scenarios where conventional methods may be delayed, too specific, or ineffective. This technology holds promise across multiple market sectors, including infectious disease prevention, outbreak management, national defense, consumer health, pharmaceuticals, and emergency preparedness. Its broad, pathogen-agnostic mechanism makes it especially valuable in high-risk or field environments requiring quick deployment and flexible administration. Currently at a technology readiness level of 3, DC Recruitor is patent-pending and available for licensing through Los Alamos National Laboratory’s program, which facilitates exclusive and non-exclusive licensing agreements to commercial partners seeking to leverage cutting-edge innovations for competitive advantage. The ongoing solicitation invites potential collaborators to engage before the stated deadline.

Contact Activation Pathway Function Blocking Antibody AB023The Defense Health Agency is conducting a Request for Information (RFI) to gather market intelligence and identify qualified sources for the supply of the contact activation pathway function blocking antibody AB023, also known as Xisomab 3G3 or Gruticibart. This antibody is designed to inhibit Coagulation Factor XI (FXI) by targeting the "apple 2" domain, preventing its activation by activated factor XII (FXIIa) in the contact pathway, which is implicated in clot formation on artificial surfaces. The antibody is intended for use in medical applications such as Extracorporeal Membrane Oxygenation (ECMO) circuits, hemodialysis, catheters, and cancer-associated thrombosis. It is designed to preserve natural clotting processes by not interfering with FXI activation by thrombin or the conversion of Factor IX by activated FXI, thus maintaining normal hemostasis required for wound healing. The Government anticipates procuring up to 0.5 grams of AB023 annually and requires pharmacokinetic and pharmacodynamic testing to assess its concentration over time, biochemical impacts, clotting time effects, and ability to prevent thrombus growth and fibrin accumulation in vascular thrombosis models. Stability, dosage, and potency validations must be conducted using clotting assays. Although this announcement does not represent a solicitation or obligation to award a contract, interested parties with relevant expertise must submit technical information by June 18, 2026. All responders must be registered in the System for Award Management (SAM). The associated NAICS code is 541714, reflecting research and development in biotechnology. The point of contact is based at the Defense Health Agency in Fort Detrick, Maryland, with the place of performance listed in Texas.
