The Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) has issued a Request for Information (RFI) as part of a market research effort related to an upcoming Manpower Planning procurement. This RFI aims to assess industry availability and technical capability to perform the work outlined in a draft Statement of Objectives (SOO), while also soliciting vendor feedback to refine the requirements. This notice is solely for information gathering, does not constitute a solicitation or commitment by the government, and respondents are not entitled to any reimbursement for costs incurred in preparing their submissions. Vendors are asked to provide key business details, including company information, size, eligibility under government socio-economic programs, and relevant experience, along with specific comments or questions about the draft SOO. Responses to the RFI must be concise, limited to five pages, and submitted via email by a specific deadline. The government intends to use the collected feedback to shape the procurement approach and further develop contract requirements but explicitly states no contract will be awarded based on this RFI. Additionally, vendors are requested to address specific questions about potential ambiguities in the SOO, their organizational capabilities, and whether their services are available through the GSA Federal Supply Schedule. This market research activity, posted in April 2019 under NAICS code 541612, is managed through the Acquisition Management Division based in Sterling, VA, and emphasizes that all proprietary information will be protected from unauthorized disclosure.
