The National Capital Region Contracting Center (NCRCC), representing the PEO Enterprise Information Systems, plans to award a sole source contract to SERCO, Inc. for the continuation of services supporting the New Parent Support Program at Fort Bragg. This six-month contract extension, authorized under U.S.C. 2304(c)(1) due to the unique qualifications of the contractor and the specialized nature of the services, will maintain essential financial management and transition support activities for the Fort Bragg Army Community Services. The program offers comprehensive assistance to Army soldiers and their families during deployment and transition phases, focusing on administrative support, community coordination, and direct in-home visits for expectant and new parents. The scope of work includes a range of activities such as home, office, hospital, and Mother Baby Unit visits, prenatal and parenting education, collection and assessment of Obstetric Family Needs Screeners, and development of individualized Family Service Plans. These efforts aim to address critical topics like nutrition, safety, immunizations, and provide referrals to related military and community resources. With at least two home visits conducted monthly, the program plays a vital role in supporting military families’ well-being. A lapse in this contract would disrupt these essential services, negatively impacting soldiers and their dependents. This sole source acquisition is a short-term measure intended to bridge service continuity while paving the way for future full and open competition.
