The contract seeks to award up to four five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contracts set aside for Service-Disabled Veteran-Owned Small Businesses to provide comprehensive support services for the Assistant Secretary of the Army's Manpower and Reserve Affairs (ASA M&RA). The services cover a broad range of activities including analysis, design, development, implementation, and evaluation of customized training programs, learning systems, change management initiatives, knowledge capture and management solutions, and strategic human capital management. This includes workforce composition and gap analysis, recruitment and retention strategies, diversity enhancement, succession planning, and competitive outsourcing efforts, all aimed at improving the effectiveness and performance of the M&RA mission. The contract emphasizes conflict-free and unbiased contractor involvement, prohibiting contractors from competing on related government procurements tied to this effort to ensure public interest is prioritized. The work is broken down into detailed phases, such as analyzing current training and human capital strategies, designing new models and interventions, developing curricula and workforce strategies, implementing these solutions with appropriate hardware and software support, and rigorously evaluating their effectiveness. The contractor is also expected to provide project management, operational, technical, and logistical support. The estimated ceiling for each contract is $250 million, and the government may consider sole source awards if qualified sources are unavailable. Responses were due by September 30, 2008, with government contact points provided for submissions.
