This RFI, issued under NAICS code 561492 and PSC R606, is strictly for market research and does not constitute a solicitation or binding commitment from the government. Respondents are requested to submit a capability statement detailing company information, business size and socioeconomic status under the specified NAICS code, demonstrated experience providing regional or multi-site court reporting services, geographic coverage across the entire VISN, and feedback on the feasibility and structure of a potential IDC. The response deadline is July 13, 2026, at 1:00 PM Central Time, and submissions must be sent electronically via email to the Contracting Officer Shasta Britt at shasta.britt@va.gov with the subject line formatted as 36C25626Q0988 – RFI Response – Vendor Name. The government will not compensate respondents for any costs incurred in preparing submissions, and proprietary or restrictive markings are discouraged. The scope of work, though not binding, outlines expectations for future contract performance, including the delivery of real-time and traditional court reporting, on-site and remote deposition support, and verbatim transcription for EEO and HRMS reports using dictation equipment. Services must be delivered to a minimum standard of 98% accuracy, measured by error-to-line ratio, with standard transcriptions due within 10 business days and urgent requests completed within 48 hours. Transcripts must adhere to strict formatting guidelines, including 65-character lines and no billable special formatting. Contractors must ensure secure electronic delivery and storage of transcripts and digitally dictated voice recordings for at least twelve months. Compliance with the Privacy Act of 1974, HIPAA, the Federal Records Act, and NARA policies is mandatory. All personnel must undergo background screening via OF-306 and fingerprint-based Special Agreement Check, complete VA-provided records management and security awareness training, and sign VA’s Rules of Behavior. Contractors are prohibited from retaining, using, selling, or disseminating any sensitive or patient-identified information and must execute a VA Business Associate Agreement.
