Residential Furniture Leasing Services

The U.S. Department of State is soliciting residential furniture leasing services for its diplomatic facilities in Canberra, Sydney, and Melbourne, Australia, under solicitation number 19AS2026Q0018. The contract is a firm-fixed-price, indefinite-delivery, indefinite-quantity agreement payable entirely in Australian dollars, with a one-year base period and two one-year option periods, for a maximum total duration of three years and six months. All pricing must be submitted as monthly unit rates for each furniture item across the base and option years, with payment calculated based on actual deliveries against estimated quantities provided in Attachment 1. The contractor is responsible for the full lifecycle management of all furnishings, including acquisition, storage, insurance, transportation, delivery, pick-up, installation, and removal, with all furniture remaining the property of the contractor throughout the contract term. The government will not assume ownership, and no cost adjustments are permitted for labor, materials, currency fluctuations, or unforeseen expenses unless directed by formal change order issued by the Contracting Officer. Compliance with stringent performance standards is mandatory, including adherence to Australian flammability regulations, prohibition of specific upholstery materials such as boucle, velvet, silk-like fabrics, and white finishes, and strict mattress specifications requiring medium-firm comfort with thickness between 25 and 35 cm. Deliverables include insurance certificates, delivery and collection inventory records, and quarterly payment requests, all submitted electronically to the Contracting Officer’s Representative. Invoices must include the contract number, service period, total amount due, and a separately itemized Goods and Services Tax (GST). Contractors must be registered in SAM, provide proof of entity registration with a unique entity identifier, maintain general liability insurance of at least AUD 10 million per occurrence for bodily injury and property damage naming the U.S. Department of State as an additional insured, and ensure all personnel and key staff comply with reporting timelines. Proposals are due electronically by 12:00 noon AEST on July 6, 2026, and will be evaluated on a lowest-priced, acceptable, responsible offeror basis, with pre-proposal conferences held via Google Meet and requiring advance registration. Failure to meet submission requirements or SAM registration will result in rejection, and award will be made on price alone if all technical and compliance thresholds are met.
