RFP 26001 Executive Search Services

The Charlottesville Redevelopment and Housing Authority is seeking proposals from qualified firms to provide comprehensive executive search services to recruit, select, and place a new Executive Director. The selected consultant will be responsible for guiding the organization through a national search process, which includes developing recruitment and change management strategies, candidate outreach, screening, and post-selection onboarding support. Key deliverables include a project schedule, position profile, recruitment brochure, candidate evaluation matrices, finalist reports, and a 12-month replacement guarantee. The anticipated initial contract period is one year, with payments based on the completion of specific milestones. Proposals must be submitted electronically via eVA by 3:00 p.m. on October 1, 2026. The procurement is governed by the Virginia Public Procurement Act, HUD Procurement Handbook 7460.8 REV-3, and 2 CFR Part 200. Applicants must provide detailed resumes for key personnel, evidence of licensure and insurance within the Commonwealth of Virginia, and completed certifications regarding minority, women, and veteran-owned business participation and Section 3 compliance. The Authority requires that the selected firm be named as an additional insured on all policies and mandates a non-collusive affidavit and a conflict of interest statement as part of the submission package.
