Lee County Parks and Recreation is seeking to procure a fully integrated ticketing and admissions management system from Saffire LLC for the Southwest Florida Ag Expo, using a single-source procurement method under section 3.9 of Procurement Ordinance 25-11. The service includes licensing and hosting of the SaffireTix® platform, configuration of ticket products, rental of point-of-sale hardware and peripherals, secure payment processing, real-time reporting, ticket scanning, and comprehensive technical support before and during the event to ensure seamless advance and on-site sales and admission operations. Saffire LLC is identified as the sole provider of the SaffireTix® platform, and replacing the system at this stage would introduce significant operational and financial risks due to the Ag Expo’s established annual sales cycles, existing customer accounts, and deeply integrated workflows, making a transition to an alternative vendor impractical and potentially detrimental to revenue and attendee experience. The procurement is being conducted under solicitation number SS260326KCW, with the posting date of July 16, 2026, and a response deadline of August 6, 2026, allowing a minimum of 15 business days for review as required by ordinance. The contract will be executed directly with Saffire LLC without competitive bidding due to the exclusive nature of their proprietary technology and the high cost of disruption. All inquiries or responses from other potential vendors must be directed to Kevin Walker of Lee County Procurement Management, with contact information provided for review purposes only. The anticipated performance location is in Florida, and the system will support all ticketing and admissions functions for the annual Ag Expo event.

General Info

Lee County procures SaffireTix® exclusively for Ag Expo ticketing due to proprietary tech and high transition risks.

Full Description

*** THIS IS NOT A BID *** The description of services intended for purchase from a single source is posted in accordance with section 3.9, Procurement Ordinance 25-11, and will be posted for a minimum of 15 business days. Commodity or Service Required: Purchase of Saffire LLC Ag Expo Ticketing System Description: Lee County Parks and Recreation seeks to execute a single-source procurement for a fully integrated ticketing and admissions management solution for the Southwest Florida Ag Expo from Saffire, LLC. This includes licensing and hosting of the SaffireTix® ticketing platform, configuration and management of ticket products, rental of point-of-sale hardware and related peripherals, payment processing capabilities, ticket scanning functionality, real-time reporting, and technical support services before and during the event to support advance and on-site ticket sales and admissions operations. Intended Single Source: Saffire LLC Justification for Single Source Acquisition: Saffire LLC is the sole provider of SaffireTix® platform and the only company that can provide the licensed hosting and related capabilities. Replacing the system at this time would create significant operational and financial risks that outweigh the benefits of pursuing a new solicitation at this time. Because the Ag Expo operates on recurring annual sales cycles and relies on established ticketing workflows, customer accounts, and integrated payment processes, transitioning to another platform at this time is not practicable and could negatively impact operations, customer experience, and event revenues. Recommended Procurement Approach: For the reason(s) stated above, Lee County Procurement Management intends to utilize the Single-Source Procurement method to purchase from Saffire LLC to supply the above. Respond to: If your firm feels they have the ability to supply the above, please contact Kevin Walker, Lee County Procurement Management at KWalker2@leegov.com for review.
