Wood Pole Inspection, Joint Use Inventory & NJUNS Coordination Services
Solicitation # RFP26-27
The City of Winter Park Electric Utility is soliciting proposals for wood pole inspection, condition assessment, joint-use attachment inventory, and NJUNS coordination services for approximately 3,500 utility poles. The primary objective is to enhance system reliability and asset management through the use of non-destructive evaluation techniques, specifically ultrasonic or equivalent technologies, to identify internal decay and structural deterioration. Beyond inspections, the selected contractor will be responsible for providing physical stabilization and bracing for deficient poles, documenting third-party attachments, and managing NJUNS tickets for poles where electric facilities have been removed. The procurement process follows a two-phase evaluation: an initial scoring of proposals based on price, delivery approach, experience, personnel, and professional contacts, followed by oral presentations for shortlisted firms. Compliance requirements are extensive, including adherence to the Build America, Buy America Act, Davis-Bacon Act labor standards, ADA and WCAG 2.0 AA accessibility standards, and Florida's Public Records Law. Proposals must be submitted electronically via the City's procurement portal by October 13, 2026, at 10:00 am. Payment is governed by the Florida Local Government Prompt Payment Act with standard net 30 terms, and the City prefers payment via a VISA platform.
