State Legislative and Lobbying Services

The City of Spokane is soliciting proposals under RFP 6584-26 for qualified firms to provide state legislative and lobbying services. The selected firm will represent the City's interests before the Washington State Legislature, the Office of the Governor, and various state agencies. Key responsibilities include developing the legislative agenda in collaboration with the Mayor and City Council, securing funding for capital projects, drafting legislation, and monitoring emerging policy changes. The contract is for an initial two-year term beginning October 1, 2026, with an option to renew for one additional two-year period. Proposals are due by September 1, 2026, and must be submitted electronically via the ProcureWare portal. Evaluation is based on a weighted scoring system: the technical proposal accounts for 40 points, the management proposal for 30 points, and the cost proposal for 30 points. Awarding will be based on the proposal most favorable to the City, with top-scoring firms potentially invited for oral presentations. The contract includes stringent requirements for insurance, including professional liability, general liability, and automobile coverage, as well as a waiver of immunity under RCW Title 51. Firms must certify that they are not debarred or suspended and have no recent convictions for fraud or public transaction offenses. Additionally, the selected firm must agree to provide the same pricing and terms to other public agencies through Interlocal Purchase Agreements. All payments will be processed via direct deposit/ACH.
