Pricing must be submitted separately in Excel format using the official BPA Pricing Schedule, reflecting the entire five-year term without option structures, and must be evaluated for reasonableness and value. Technical proposals must be submitted as searchable PDFs and evaluated based on the offeror’s ability to deliver culturally competent AI/AN health programming, content delivery infrastructure, multi-facility support, cybersecurity controls, and technical support, with the greatest emphasis placed on demonstrated experience serving IHS, Tribal, or Urban Indian health environments. The Government will conduct a best value tradeoff selection and may request clarifications or revised submissions. All contractors must comply with strict prohibitions against handling Protected Health Information, Personally Identifiable Information, or Electronic Health Records, with mandatory 24-hour reporting of any cybersecurity incidents. Electronic invoicing through the Invoice Processing Platform (IPP) is required, and all technology must meet HHS accessibility standards.
