The Defense Language Institute Foreign Language Center, Washington Office (DLI-W), sponsored an Industry Day on August 5, 2015, at the Hilton Alexandria Mark Center to discuss upcoming contracting opportunities for foreign language training services. This event aimed to provide potential contractors with an overview of the DLI mission, current contract structures, and acquisition strategy, encouraging transparency and open dialogue about the procurement process. The government plans to issue a full and open competition for a Multiple Award Indefinite Delivery/Indefinite Quantity Task Order Contract (MATOC) to replace current contracts, with an anticipated five-year ordering period and four to six awards expected. The MATOC will support a range of language training services beyond those available at Monterey, including student training, mobile training teams, and curriculum development, with task orders to be evaluated based on Best Value or Lowest Price Technically Acceptable criteria. The current program is valued at approximately $96 million, with the follow-on contracts projected to range between $96 million and $99 million. The solicitation under NAICS code 611630 anticipates reserving portions of the award for small businesses. Industry participation in the Industry Day was voluntary, requiring pre-registration, and was intended as a market research opportunity rather than a formal request for proposals. The government invited feedback on the draft performance work statement (PWS) and issued a survey to gather industry input to refine contract requirements before the solicitation release projected for the second quarter of FY16, with awards expected in the third quarter. All briefings and communications were unclassified, and the government emphasized that proprietary information must be clearly identified to be protected.
