The Department of Veterans Affairs, through Network Contract Office 23, is conducting a sources sought announcement to gather market information for the potential lease of a wheeled loader with a snow bucket for the Minneapolis VA Health Care System. This action is part of a full and open competition under FAR Part 12, targeting commercial services with a NAICS code of 532490 and a size standard of $40 million. Respondents must be currently registered in the System for Award Management (SAM) and, if applicable, verified in the Small Business Search database. Offerors are required to submit capability statements detailing their technical expertise, equipment specifications, delivery timelines, and authorization agreements with manufacturers. The equipment must meet specific operational requirements including compatibility with a standard 8-foot snow bucket equipped with a smooth cutting edge, JRB quick attach system, hydrostatic transmission, four-wheel drive, differential lock in the front axle, climate-controlled cab with heating and air conditioning, rear view camera, comprehensive lighting and wiper systems, auto idle shut down, hydraulic wet disc brakes, throttle lock, and speed limit. Equipment must be comparable to models such as the Kamatsu WA270, John Deere 544, or Caterpillar 930. The loader will be used seasonally from November 1 through April 30 each year, with delivery required at Building 72 on Minnehaha Ave, Minneapolis, MN 55417 on November 1, 2026, and pickup on April 30, 2027. All delivery and pickup costs must be included in the lease price. Contract compliance includes adherence to the Buy American Act, requiring completion of FAR Provision 52.225-2(b) to declare the item’s country of origin, with USA specified for domestic end products. The nonmanufacturer rule under FAR 52.219-33 applies, requiring small businesses to identify whether they are the manufacturer or if sourcing from another party, and to disclose the socioeconomic status of the manufacturer. Small business respondents must also provide the estimated percentage of work to be performed as prime contractor versus subcontracted. The Government will not accept quotes at this stage; this announcement is strictly for market research to inform a future solicitation.
