AI Contract Overview
The Wisconsin Department of Transportation (WisDOT) is soliciting bids to establish a fixed-price contract for the supply of Weigh In Motion (WIM) Axle Sensors and associated components. These sensors are critical for collecting vehicle weight, classification, speed, and volume data at various traffic sites statewide, supporting traffic forecasting, pavement design, and federal reporting under stringent accuracy and durability standards. The contract will have an initial term of two years with three optional one-year renewals, and deliveries are required within 21 calendar days of order. WisDOT emphasizes stringent technical compliance including adherence to OIML R134 Class 2 accuracy standards and Buy America requirements with final manufacturing in the U.S. and a majority of component cost sourced domestically by 2026. The sensors and related grout materials must meet robust performance criteria, including long-term stability, resistance to environmental factors, and rapid curing properties for installation on stable concrete or asphalt at free-flowing traffic locations. Bids will be evaluated on a Lowest Price Technically Acceptable basis, ensuring only those offers meeting all mandatory specifications, qualifications, and delivery requirements are considered. Bidders must provide firm pricing for the entire contract term with strict maintenance of prices, except under defined adjustment protocols requiring advance notice. Reporting obligations include bi-annual transaction reports and immediate notification of structural changes or supply disruptions. WisDOT requires clear subcontractor disclosure and pre-approval, insures confidentiality of state data, and enforces liquidated damages for delivery delays. The solicitation mandates electronic bid submission exclusively through the state’s eSupplier portal by December 18, 2025, with questions due November 20, 2025. Contractors must also fulfill comprehensive insurance requirements and comply with labeling, packaging, and invoicing conditions consistent with state policies. This contract is designed to support WisDOT’s long-term traffic monitoring objectives through reliable, scalable sensor deployment across Wisconsin’s roadways.

Full Description
WisDOT utilizes vehicle axle sensors to collect vehicle weight, classification, speed, and volume data to provide a statistically sound basis for development of adjustment factors used in the conversion of short duration counts to estimate Annual Average Daily Traffic. The sensors provide information for the development in annual growth and axle adjustment factors for the Federal Highway Administration (FHWA), Traffic Forecasting, and Pavement Design of Wisconsin Highways. The WIM sensors will be used throughout the state at new and existing data collection sites and will be installed in stable/good concrete or asphalt pavement at a free-flowing traffic location.
