The California State Water Resources Control Board has issued a Request for Information (RFI) to gather market insights on Commercial off-the-Shelf (COTS) or Software as a Service (SaaS) solutions capable of supporting the CalWRAPP project, which focuses on wetland and riparian area protection. The RFI aims to identify systems that can facilitate customer relationship management, workflow automation, data and document management, geospatial data integration, water permit records handling, and advanced data analytics. The process involves key dates such as the release of the RFI on November 3, 2025, a question submission deadline of November 14, 2025, and a response due date of December 5, 2025. Following responses, vendors will have opportunities to demonstrate their solutions between December 16 and 18, 2025, with the overall RFI process concluding by December 19, 2025. Responses are to be submitted electronically via email, specifically to the Contracts Section, with detailed instructions provided for completing the required Excel-based response worksheet. The documentation includes comprehensive demonstration scripts that outline functional requirements such as user registration, permit processing, public notices, inspection scheduling, permit modifications, and reporting capabilities. These scripts serve as evaluation criteria to assess vendor solutions, emphasizing system functionality, usability, and compliance with business rules. The RFI also incorporates detailed response worksheets designed to collect structured information on system features, non-functional requirements, and cost estimates, facilitating informed decision-making by the agency. Although the RFI references various internal systems like CIWQS and ECM for data management and inspection activities, it does not specify contractual clauses, evaluation factors, or formal award criteria, as it is solely a market research instrument. The place of performance is primarily Alameda, California, with the process emphasizing virtual demonstrations and data integration capabilities. Overall, this initiative seeks to inform future procurement strategies for a robust, integrated water resource management platform aligned with California’s environmental and regulatory objectives.
