Smart Opportunity Matching
How CLEATUS matches opportunities to your company, scores each fit, and learns from your decisions.
CLEATUS reads every active opportunity and compares it with what your company actually does. The best fits arrive in your Recommended feed, each with a Match Quality score and the reasons behind it. Every accept and dismiss teaches the matching engine what you want, so the feed improves as you work it.
Open your matches from the sidebar at Contracts > Recommended.
What is a recommendation?
A recommendation is an opportunity that CLEATUS matched to your company. When you accept a recommendation, it becomes a pursuit in your pipeline. You can also add any contract to your pipeline from Contract Search, or import your own.
How matching works
CLEATUS matches on substance, not on codes. NAICS (North American Industry Classification System) codes do not decide which opportunities you see.
- Your capabilities. CLEATUS searches the active opportunities with each capability in Capture Profile > Capabilities. Specific capabilities find better matches. A Capability Strength badge on each capability shows how specific it is. CLEATUS skips a capability with a Low strength rating during matching. To fix a weak capability, add detail or click Strengthen with AI.
- Your past performance. CLEATUS looks for opportunities that resemble contracts you already won. Keep your awards current in Capture Profile > Experience.
- Your contract sources. CLEATUS shows only the sources that you turn on in Capture Profile > Company Details, in the Contract Source section. The options are Federal, DIBBS, State & Local, SBIR / STTR, Grants, and Forecasts. You also choose Prime contracts, Subcontracts, or both. DIBBS is the Defense Logistics Agency Internet Bid Board System. To research a DIBBS part, see Researching a Part for DIBBS. SBIR / STTR are federal research programs for small businesses.
- Your eligibility. CLEATUS removes opportunities with a set-aside that you do not qualify for. It also checks certification requirements such as CMMC (Cybersecurity Maturity Model Certification), ITAR (International Traffic in Arms Regulations), and EAR (Export Administration Regulations). It applies the states and countries that you include or exclude.
- An AI review of the solicitation. The artificial intelligence (AI) reads each remaining opportunity and weighs it against your capabilities and preferences. The result is a Match Quality score with pros and cons.
- Your preferences. Each preference in Capture Profile > Preferences has a strength. Must Avoid removes matching contracts. Avoid lowers their score. Prefer raises it. Must Have removes contracts that do not match.
- Your feedback. When you dismiss a recommendation, you can give a reason. CLEATUS learns from your dismissals and suggests new preferences. A suggested preference shows a sparkle icon in Preferences.
Keep your Capture Profile current. It is the biggest lever on match quality. See Capture Profile.
Match Quality
Every recommendation shows a Match Quality score from 0 to 100.

Each card shows Why this matches: the pros and cons that the AI found. A violet PAST PERFORMANCE badge means one of your past awards found the match. Hover the badge to see the award. Click it to open the awarded contract.
Signals
Some recommendations are not posted solicitations yet. CLEATUS marks them with a violet SIGNAL badge:
- Subcontract: a scope of work inside a large prime contract. The page links to the prime and lists its interested companies as Potential Primes.
- Forecast: an agency's own forecast of upcoming work, with the estimated award date, value, and set-aside.
Recommendations do not include predicted recompetes. To find them, open Contracts > Search and click Edit Filters. Under Contract Status, select Pre-Forecasts. See Finding Recompetes and Forecasts.
To get forecast recommendations, turn on Forecasts in the Contract Source section. Then filter the Recommended feed by Contract Source to see only forecasts.
Where your matches arrive
- Contracts > Recommended: the full feed, with filters, sorting, and table view.
- Dashboard: the Recommended Contracts card shows your matches as a ring chart.
- Email: CLEATUS emails you new recommendations. Each card shows the Match Quality score, set-aside, agency, location, and deadline.
On the Recommended page, click Review Contracts with AI. The CLEATUS agent then reviews your feed, explains the best fits, and dismisses the poor ones.
Contract Breakdown
CLEATUS breaks down active solicitations automatically, in the background, before you open them. The breakdown sorts the solicitation package into Uniform Contract Format (UCF) sections A to M. It covers the scope of work, pricing, deliverables, clauses, instructions, and evaluation factors. Every fact has a citation that opens the source passage. This works for federal, state, and local solicitations.
Imported contracts
Do you have an opportunity that is not in CLEATUS? Import it.
- Go to Contracts > Imported Contracts.
- Click Import Contract.
- Upload the documents. CLEATUS extracts the details for you to review. Or click Enter details manually.
Only your company can see a contract that you import. You can type your own contract type and source label during manual import. The GSA eBuy and PIEE tabs show task orders and directed solicitations from those connected accounts. GSA is the General Services Administration. PIEE is the Procurement Integrated Enterprise Environment. See Importing a Contract.
Automate the next step
- Ask the CLEATUS agent to change your preferences, for example: "Prefer Virginia, avoid contracts under $50K."

How to use it
1. Tune your Capture Profile
Add specific capabilities and your past awards. Then choose your contract sources and set your preferences.
2. Review your matches
Go to Contracts > Recommended. By default, the feed shows matches with a Match Quality of 80 or higher. Click Accept to add a match to your pipeline. Click Dismiss to remove it, and tell CLEATUS why.
3. Work the pursuit
Open the pursuit from your pipeline. Read the Contract Breakdown, review the requirements, and build your response in the Proposal Writer.
