Acquisition of Two (2) Hybrid SUVs for the U.S Mission in Paris, France

The U.S. Embassy in Paris is soliciting quotations for a firm-fixed-price contract to acquire two five-passenger plug-in hybrid electric vehicles (PHEV) SUVs for the DHS/ICE section of the U.S. Mission in France. The award will be granted to the lowest priced, technically acceptable, and responsible offeror. Evaluation factors include vehicle price, fuel costs, maintenance costs, and fleet commonality. Delivery must be completed within 210 calendar days after the award. All pricing must be submitted in Euros, with a 20% VAT applied specifically to the preparation package line item, while the vehicles themselves are exempt from VAT. Prospective offerors must be registered in the System for Award Management (SAM) and provide a Unique Entity ID (UEI). Submissions are due by September 4, 2026, and must be sent electronically to Pariscontracting@state.gov. Required documentation includes a completed SF-1449, proof of an established business in France via a Kbis or equivalent document, a list of clients from the past three years, and the name of a project manager fluent in English and French. Additionally, offerors must provide a detailed work plan and the address of at least one certified garage in or near Paris capable of maintaining the vehicles.
