The Correctional Service Canada (CSC) is seeking a qualified supplier under the Tier 1 category of the Task and Solutions Professional Services (TSPS) Supply Arrangement to provide business consulting and change management services focused on addressing Workers’ Compensation Board (WCB) claims and associated costs. The engagement involves conducting a comprehensive, evidence-based assessment of the drivers behind WCB claims, examining operational practices, governance, and costs related to these claims, with the goal of developing actionable recommendations to reduce expenses while ensuring legal compliance and supporting employee health and recovery. This assessment will include benchmarking against similar federal departments and large public sector employers, analysis of cross-jurisdictional WCB policies, and exploration of prevention, case management, resourcing models, and psychological injury management practices relevant to CSC's unique operational environment, which includes multiple correctional facilities and community offices across Canada. The contract is expected to last for one year from the award date and will require approximately 100 days of effort. It is open exclusively to select Supply Arrangement Holders who have been invited to submit proposals. Given the sensitive nature of CSC’s work environment and the requirement to handle secure information, specific security screenings such as Designated Organization Screening (DOS) and Reliability Status are mandated for personnel involved, although bidders do not need to hold these clearances to submit a proposal. The solicitation is governed by several applicable trade agreements and permits submissions in either official language. Proposals must be submitted by the specified deadline, and inquiries or requests for debriefings must be directed to the identified contracting authority, Nassima Aliouat. The Crown retains the right to negotiate with any supplier involved in the process.
