THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS Code for this acquisition is 541910 Marketing Research and Public Opinion Polling with a Size Standard of $15.0M. The potential contract value for this requirement is $466,175.00. The anticipated period of performance is: Date of award plus 12 months with four (4) - twelve month option periods. Background BEA has developed several satellite accounts designed to expand the analytical capabilities of the system of national accounts. Included among these is the Travel and Tourism Satellite Accounts (TTSAs), which is used to determine the economic size of the U.S. travel and tourism industry. BEA is updating the TTSAs for calendar year 2013 and is seeking the same set of data that were supplied by D.K. Shifflet & Associates, Ltd. (DKSA) to create the 1997-2012 TTSAs. The primary goal is to secure the best, most comprehensive data as appropriate inputs consistent with the data provided to BEA for the past 15 years for the TTSAs. The specific data requirements are included in the attached Statement of Work (SOW). The government anticipates awarding a contract using Part 15 Negotiated Competitive Procurement procedures. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: D.K. Shifflet & Associates (DKSA), 1750 OLD MEADOW RD STE 620, MCLEAN, VA 22102. D.K. Shifflet & Associates, Ltd. (DKSA) is a small business and is the only source at this time with the knowledge and experience needed to accomplish the requirement set forth in the Statement of Work (SOW). Continuity of data is crucial to accurately estimate the TTSAs. BEA cannot cost-effectively recreate the estimates using data from a different vendor in a timely manner that supports BEA's mission. The tremendous resources (labor and budget) needed to recreate the TTSAs (1997-2012) and calculate 2013 TTSAs, using a new data source is not available. The TTSAs are funded by the International Trade Administration (ITA) and requires that the TTSA estimates be a consistent, comparable time series from 1997-2013. Interested parties may submit responses that demonstrate its ability to provide the required services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. As a result of analyzing responses to this synopsis of the Government's intent to sole source, the Contracting Officer may determine that this requirement may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. For questions concerning this procurement please contact Natalie Ellis, Contract Specialist, at +1 (555) 000-0000.
