DEP Decals Stickers and Cab Cards

The Pennsylvania Department of Environmental Protection, through the Department of General Services, is soliciting an established price contract for the design, printing, imaging, and mailing of decal stickers and cab cards for the Waste Transportation Safety Program. The scope includes the production of tamper-evident silver metalized polyester decals and authorization cab cards featuring variable data such as VIN and expiration dates, along with a folded driver's checklist insert. These materials must be highly durable, resistant to road salt and pressure washing, and include a visual security feature, such as long-wave UV fluorescent ink, to prevent unauthorized reproduction. The contractor is required to process and mail these packets daily, Monday through Friday, utilizing CSV files exchanged via SFTP for data management. The contract features an initial one-year term with the possibility of four additional one-year renewals. Award selection is based on the lowest total evaluated bid price for all line items, which must include mail handling fees but exclude actual carrier postage and shipping charges. Payment is processed via Automated Clearing House (ACH) with a standard thirty-day term. Bidders must comply with various regulatory requirements, including the Prevailing Wage Act, the Iran Free Procurement Certification, and the Reciprocal Limitations Act. All deliverables are subject to strict quality standards, including specific color registration and laser-quality imaging, and are delivered F.O.B. Destination.
