Emergency Diesel Generator Maintenance

The Norfolk Naval Shipyard is soliciting preventive maintenance services for two Emergency Diesel Generators (EDG) — CPPU Portable 1 and CPPU Portable 2 — supporting the Centralized Pier-Side Pretreatment Unit in Portsmouth, Virginia. The contract requires adherence to the Generac Owner’s Manual for Mobile Generator MDG250DF4 Rev. B dated August 18, 2023, with all maintenance activities scheduled across a five-year period comprising a base year and four one-year option periods, each divided into quarterly maintenance tasks ranging from basic “Q” checks to comprehensive “T,” “B,” and “A” levels. The work must be performed on-site at Building 276, with all service reports, test results, and operational verification documentation delivered electronically to the Technical Point of Contact within one week of completion. A formal schedule must be submitted at least two weeks in advance of each service event, and all final reports require sign-off by the contractor’s authorized quality representative. Operational checks must strictly comply with maximum unloaded runtime limits, and requests for loaded testing must be formally submitted to Code 900F.3 if necessary. The solicitation, issued under FAR Part 12 as a commercial services procurement, follows a Lowest Price Technically Acceptable (LPTA) award methodology, where technical compliance is a pass/fail gate determined by adherence to the Generac manual and SOW requirements. Offerors must submit quotations via a structured Excel spreadsheet with five tabs — one per year — detailing quarterly pricing, cumulative totals, and the full period-of-performance cost, along with point of contact information, CAGE code, UEI, business size, and payment terms.
