The solicitation FA520926Q0021 is a request for quotations to provide Japan-wide chartered bus services supporting the transportation needs of U.S. Government personnel within Japan. The contractor must coordinate with licensed Japanese bus operators and maintain the capacity to meet transportation demands nationwide, but is not required to own or operate buses directly. This includes transporting service members and authorized personnel, along with their baggage and, if authorized, government-issued weapons. The contract requires the successful bidder to hold a valid "Type 1 Travel Agency" registration issued by Japan’s Ministry of Land, Infrastructure, Transport and Tourism, which must be registered in the legal name of the contractor. The solicitation is issued as a combined synopsis/solicitation under FAR Part 12 for commercial services, with no small business set-aside. Quotations must be complete and submitted by the deadline, with late or noncompliant responses subject to rejection. There is a pre-quote conference during the solicitation period to clarify government requirements and respond to questions, though oral statements there will not amend the solicitation. All communications must include the solicitation number in the subject line to ensure timely processing. The award may be made without discussions, and the government reserves the right to make no award. The solicitation is managed by the Department of Defense office in APO, with contacts available to support bidders throughout the process.
