Printing Services for EPSDT Newsletters

The Department of Medical Assistance Services (DMAS) is soliciting bids for a firm-fixed price contract to provide professional printing services for EPSDT Newsletters in both English and Spanish. The selected vendor must provide all necessary labor, materials, and equipment to produce high-quality newsletters featuring 4-color print on both sides with bleeds, using 100# Anthem Gloss Text paper and a clear coat glossy finish. The final products must be 8.5 by 11 inches, folded to 8.5 by 5.5 inches, and meet Class B Excellent Quality standards. The contract requires the delivery of hard copy proofs to the DMAS Contract Administrator and the final delivery of all printed materials to a mailing services provider in Richmond, Virginia, by 12:00 PM on November 23, 2026. Award priority is given to DSBSD-certified micro or small businesses, including women-owned and minority-owned firms. Bidders must be registered in eVA and authorized to transact business in the Commonwealth of Virginia. Evaluation is based on the lowest responsive and responsible bidder providing a firm unit price per item. Strict packaging requirements are in place, mandating that materials be boxed flat, banded or shrink-wrapped in quantities of 50 or 100, and packed in boxes weighing 15 pounds or less. Each box must be clearly labeled with the specific newsletter number and purchase order details. The contractor must also adhere to nondiscrimination clauses and maintain a drug-free workplace.
