The National Capital Region Contracting Center, representing the PEO Enterprise Information Systems, plans to award a sole source contract to SERCO, Inc. to continue supporting the Army Installation Command’s Personnel Delivery Redesign (PSDR) for a six-month period. This contract extension is justified under the authority that allows for non-competitive awards when only one responsible source can meet the agency’s requirements. The services provided under this contract are critical to the ongoing transformation of Military Personnel Divisions at various Army installations across the continental U.S., Alaska, Hawaii, as well as overseas locations in Korea and Europe. These services include operational support for personnel management systems such as eMILPO, soldier readiness processing, personnel reassignment duties, and related IT support, all of which are essential to the effective functioning of the Army’s personnel services and have direct impacts on active duty soldiers, select Reserve components, trainees, and their families. This sole source action is a short-term measure designed to ensure continuity of personnel services during the transition to full and open competition at a later date. The contract extends existing task order W74V8H-04-D-0063 (Task Order 0085) and emphasizes the critical nature of maintaining uninterrupted support, as any lapse would negatively affect personnel operations and soldier welfare. The contract management will be conducted out of the Installation Management Command Human Resources Division located in Arlington, Virginia. The notice is not open for competitive proposals, and all inquiries or clarifications are to be directed exclusively to the assigned Contract Specialist, Mark J. Yarboro. The contracting action is scheduled to close on August 16, 2010, at 8:00 A.M. EST.

Full Description

The National Capital Region Contracting Center (NCRCC), on behalf of the PEO Enterprise Information Systems, intends to award a sole source contract under the authority of U.S.C. 2304(c) (1), as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to provide continual service to support extension of services for the Army Installation Command (IMCOM), Personnel Delivery Redesign (PSDR), Personnel Services and Support, for contract with SERCO, Inc. (W74V8H-04-D-0063- Task Order 0085), for a period of six-months. The mission is located at various installations in CONUS, Alaska, Hawaii, and OCONUS in Korea and Europe and is managed from Headquarters, Installation Management Command (IMCOM), Human Resources Division (HRD), Military Personnel Branch (MPB), in Arlington, Virginia. The Military Personnel Divisions (MPDs) at each installation are undergoing transformation to PSDR to meet the demands of todays Army. Under PSDR, many additional functions have now become the responsibility of the MPD. These functions were formerly the responsibility of MTOE Soldier Support Battalions (SSBs) and Personnel Service Battalions (PSBs) located on the installations. However, the SSBs have been inactivated and the Soldiers redistributed to staff Bde/Bn S1s as a result of implementing the PSDR Army Transformation initiative throughout the brigades while non-divisional and tenant support is still required now by the MPD. This support includes services such as eMILPO operations, Military Personnel management, Soldier readiness and personnel reassignment processing, and associated IT support for these tasks. This applies to all active duty Soldiers and select USAR/USARNG /Students/ Trainees on the installation. Were this task order to lapse, the above services would cease. This would have an immediate negative effect on Soldiers and their families. This notice of intent to award a sole source contract is not a request for competitive proposals. The proposed sole source contract requested is a short term acquisition for six (6) months. This sole-source contract was limited to the least amount of time necessary to obtain full and open competition as soon as possible. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Mark J. Yarboro who can be reached at contact@example.gov. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. The above action closes 16 August 2010; 8:00 A.M. EST.
