The Department of Veterans Affairs' San Francisco VA Healthcare System is seeking to contract Streamworks LLC for specialized off-site printing, mailing, and data capture services to support a research study aimed at improving dermatology access through teledermatology and computer-assisted diagnosis. This service will involve printing and mailing reminder letters and paper surveys to Veterans who do not respond to online Qualtrics-based surveys, followed by data capture through scanning and digital conversion compatible with Qualtrics software. The contract covers a three-year period, during which satisfaction surveys will be sent to a sample of up to 9,000 Veterans across VISNs 7, 19, and 21, aiming for approximately 2,000 responses annually, along with readiness surveys in spring 2022 and fall 2023. The contractor will handle all materials and services including printing, mailing, data extraction, and United States Postal Service postage, ensuring confidentiality and data security by managing personal information separately and securely. The contractor's responsibilities also include sending reminder letters and paper surveys to non-respondents based on lists provided by the VA, producing high-quality printed materials, providing a 100% mail verification audit report, and digitizing responses from closed and some open-ended survey questions. Data will be securely transmitted to the VA via SFTP with identifiers removed to protect personal privacy. Creative services, such as minor formatting adjustments, are estimated at two hours per survey, with the VA supplying the survey content. The sole-source award is justified under FAR 6.302-1 due to Streamworks LLC’s unique capabilities, but other capable sources have until August 15, 2022, to submit capability statements for consideration. The overall effort is focused on accurate data collection, confidentiality, and support for a VA research initiative aimed at enhancing healthcare access for Veterans.
