The Hawai‘i Tourism Authority (HTA) evaluates its programs based on their impacts and the return on investment of public funds. The purpose of this solicitation is to seek proposals from qualified firms or individuals to design, conduct, analyze, and report on the effectiveness of its paid U.S. and Japan advertising campaigns, including detailed measurements of advertising awareness, travel influence, visitor spending, and economic/tax return on investment (ROI).
