RFP784-27-2725 – Study Abroad Program in Spain & Portugal

The University of Houston-Downtown Marilyn Davies College of Business is seeking a qualified travel service provider for a faculty-led study abroad program scheduled for January 5–17, 2027. The program will involve approximately 22 to 28 students and two faculty members traveling to Lisbon, Portugal, and either Madrid or Barcelona, Spain. The selected vendor will be responsible for coordinating airfare, accommodations, ground transportation, and basic site logistics to support the program's academic and experiential goals. The contract will be awarded based on a trade-off basis to the proposal most advantageous to the University, considering price and technical factors such as compliance with specifications, competitive rates, and the ability to perform services efficiently. Key requirements include adherence to Texas state laws, including the Texas Public Information Act and specific franchise tax and child support certifications. The provider must maintain significant insurance coverage, including a 5 million dollar umbrella policy and 1 million dollar commercial general liability per occurrence. Proposals must be submitted physically to the UHD Purchasing Department by September 1, 2026, following strict formatting and submission guidelines.
