Spectrum Annual Maintenance and Spectrum Guard Training

The U.S. Secret Service, under the Department of Homeland Security, is conducting a sole-source acquisition for Spectrum Annual Maintenance and Spectrum Guard Training through a combined synopsis/solicitation issued as a Request for Quotation under FAR Part 12. This acquisition is not set aside for small businesses and is being conducted under FAR 12.102(a) with Class Deviation 25-21, as the Government has determined that only one source—Charon Technologies LLC—is available to meet the requirement. The scope of work includes a 5-day, 40-hour training event focused on RF searches using the Spectrum Guard system and its peripherals, delivered at the vendor’s Columbia, Maryland facility, along with comprehensive annual maintenance coverage for the P1AA Spectrum Guard PRO system. Maintenance includes software patches, updates, and all labor and parts for hardware repairs under an extended warranty. The contract structure spans five years with options for additional training and warranty periods, with CLINs covering training events and warranty terms through fiscal year 2031. The contract will be awarded as a firm-fixed-price purchase order, and while pricing details are currently TBD, the Government will evaluate total pricing across base and option years and may reject offers with significantly unbalanced option pricing. The offeror must be capable of providing all necessary personnel, equipment, supplies, and supervision to fulfill the requirement. Mandatory submission of a capability statement via email to two designated points of contact is required by May 26, 2026, at 4:00 p.m. EST, though no competitive bidding is anticipated. The vendor must provide a designated point of contact with full contractual authority and an alternate, comply with Privacy Act requirements for handling Government data, safeguard all Government property, avoid organizational conflicts of interest, and clearly identify as a contractor in all interactions. Compliance with key FAR clauses, including Whistleblower Rights, Limitation on Payments, System for Award Management Maintenance under Class Deviation 25-19 R1, and prohibitions on covered telecommunications equipment, is required. Offerors must also submit required representations and certifications, including socioeconomic status under FAR 52.219-1 and a declaration that no covered telecommunications equipment or services are used.
