Temporary Boiler Services

The contractor is required to supply, install, inspect, and test operate a single 800hp/250psi maximum pressure transportable steam boiler with natural gas connections at two locations within the West Point, New York military installation under a Firm Fixed Price contract. The work is divided into two distinct performance periods: CLIN 0001 covers the installation and commissioning at Building 604 from May 22 to June 20, 2026, and CLIN 0002 covers the relocation and operation at Building 845 from June 20 to July 10, 2026. All work must comply with federal, state, and local regulations as well as technical standards including the ASME Boiler and Pressure Vessel Code, OSHA piping and welding standards, ASTM A234, and ASME B36.1. The contractor must develop and submit for approval a Quality Control Plan, Health and Safety Plan, and Environmental Protection Plan, and provide daily quality reports with photographic documentation, inspection results, and manufacturer data within ten days of completion. The contract is subject to a Lowest Price Technically Acceptable evaluation method under FAR 13.106-2, with technical acceptability evaluated as a binary pass/fail criterion and price assessed solely for reasonableness. The solicitation is a Total Small Business Set-Aside under NAICS code 532490, requiring offerors to self-certify as small businesses and disclose socioeconomic status such as SDB, WOSB, SDVOSB, or HUBZone eligibility. All vendors must provide a current Unique Entity Identifier and CAGE code, and affirmative responses regarding defense telecommunications equipment, joint ventures, or socioeconomic certifications trigger additional disclosure obligations.
