The City of Calgary (“The City”) is transforming its Enterprise Resource Planning (ERP) ecosystem through a multi-year, enterprise-wide program that will significantly change how core corporate services are enabled, delivered, and sustained. This includes the planned transition from the current core ERP to a modern, cloud-based core ERP and supporting adjacent systems. As The City advances from roadmap development into preparation and implementation, ensuring the availability of appropriate workforce capabilities and capacity is a critical success factor. The ERP Roadmap and preparatory initiatives have identified workforce availability, subject matter expert (SME) capacity, and sustainment capability as material risks if not proactively planned and managed. The Workforce Planning Strategy will provide The City with a clear view of the workforce capabilities, capacity, and resourcing approaches required to successfully implement and sustain the future ERP ecosystem. The Workforce Planning Strategy is intended to support informed executive decision-making by clearly articulating workforce options, associated risks, and recommended paths forward. To support this transformation, The City is seeking a qualified consulting firm to act as a strategic advisor and hands-on delivery lead to develop a Workforce Planning Strategy that will: • Define the workforce capabilities and capacity required to deliver the ERP implementation program, including the core ERP and adjacent systems. • Identify future-state sustainment workforce requirements and principles and ensure these are incorporated into implementation workforce planning decisions. • Assess current-to-future workforce gaps and risks, and provide actionable options and recommendations (e.g., build/buy/borrow approaches) to sequence workforce investments and reduce delivery and operational risk. The successful proponent will work closely with City representatives and key interested parties to ensure alignment with organizational priorities, governance expectations, and future service delivery needs. The Consultant is expected to lead the work in a hands-on manner, including planning the approach, organizing and facilitating engagement activities, and producing draft deliverables for City review. The work will be delivered in defined phases. Proponents should propose an approach and phased workplan, including key activities, deliverables, and decision points. The City will refine the scope and priorities at the completion of each phase based on findings and emerging program needs.
