Description of the Requirement: This bid solicitation is being issued to satisfy the requirement of the Department of Employment and Social Development Canada (ESDC) for the provision of Professional Services. The main objective is that The Centre of Expertise in Organizational Design and Classification (CEODC), of Employment Social Development Canada (ESDC) requires the services of two (2) Organizational Design and Classification Consultants for EX and non-EX – Senior level, to provide advice and services in organizational design, classification and job description writing, in compliance with ESDC and Treasury Board Secretariat (TBS) policies, directives, practices and tools. It is intended to award One (1) “as and when requested basis” contract is for a period of one (1) year plus two (2) additional one-year irrevocable options periods allowing Canada to extend the terms of the contract. Security: There are security requirements associated with this requirement. Please note that SA Holders do not need to have the required clearance to submit a bid. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 – Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. Level of Security Requirement: 1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). 2. The Contractor personnel requiring access to PROTECTED information, assets, or sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC. Until the security screening of the Contractor personnel required by this Contract has been completed satisfactorily by the CSP, PWGSC, the Contractor personnel MAY NOT HAVE ACCESS to PROTECTED information or assets, and MAY NOT ENTER sites where such information or assets are kept, without an escort. 3. Processing of PROTECTED material electronically with the Contractor's IT equipment and/or systems is NOT permitted under this Contract. The use of personal devices to connect to or conduct any activity on GC networks and GC furnished IT equipment is strictly prohibited. 4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC. 5. The Contractor must comply with the provisions of the: a) Security Requirements Check List and Supplemental Security and Classification Guide (if applicable), attached at Annex C; b) Contract Security Manual (Latest Edition). Applicable Trade Agreements: (a) The requirement is subject to the provisions of the Canada-Korea Free Trade Agreement (CKFTA). (b) This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual. (c) This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples. (d) Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement. (e) This procurement is subject to a preference for Indigenous businesses. This is an open tender. However, it will be a set aside under the federal government Procurement Strategy for Indigenous Business (PSIB) if two or more bids have been received by Indigenous businesses who are certified under the PSIB criteria and who may be listed in the Government of Canada’s Indigenous Business Directory (Detailed company search - Indigenous Business Directory). If your Indigenous business is not yet registered in the Indigenous Business Directory, please do so at the link provided above. If bids from two or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted. If the bids from the Indigenous businesses are found to be non-compliant or non-responsive or are withdrawn, such that fewer than two compliant bids from Indigenous businesses remain, bids from all of the non-Indigenous businesses that had submitted bids will then be considered by the contracting authority. In the case of a conditional set-aside for Indigenous businesses under the Procurement Strategy for Indigenous Business, this procurement is exempt under the international trade agreements and the Canadian Free Trade Agreement (CFTA).
