The objective of this RFP is to identify and select a qualified proponent who has expertise in human resource consulting and local government expertise to provide PRIMECorp with employee compensation review services. The review is intended to assess whether personnel compensation is market-informed, internally equitable, administratively sustainable, and aligns with PRIMECorp’s operational needs, recruitment and retention considerations, governance requirements, and public-sector compensation practices.Using approaches commonly reflected in public-sector compensation review solicitations, the proponent will:• Review PRIMECorp’s current compensation philosophy, salary administration practices, pay ranges, benefits, and related policies;• Conduct external market benchmarking against relevant public-sector comparator organizations and roles;• Assess internal equity, job relationships, pay compression and other structural issues; and• Provide recommendations and implementation options for a revised or validated compensation framework.The term of the contract is expected to be for completion of the review project, anticipated within approximately four (4) to six (6) months from contract award, with final reports to be delivered by November 20th, 2026. At PRIMECorp’s sole discretion, the contract may be extended for the next compensation review in three year’s time.
