Length of Service Award Plan Administrator

Prince William County is soliciting proposals for a Length of Service Award Plan Administrator to provide comprehensive administrative services for the Length of Service Award Program (LoSAP) Plan. The selected contractor will act as a fiduciary, responsible for maintaining secure databases to protect personally identifiable information, managing participant records, verifying benefit eligibility, and processing claims. Key deliverables include the preparation of governmental reports such as the Summary Plan Description and Summary Annual Report, as well as coordinating with portfolio managers, investment advisors, auditors, and legal counsel. The contract is for an initial base period of two years, with the possibility of four successive two-year renewal options. The procurement process utilizes a best-value approach where technical quality is weighted more heavily than cost. Evaluation criteria include the approach and work plan, understanding of requirements, management plan, team qualifications, firm experience, and references. Proposals must be submitted electronically by October 6, 2026, and must include a separate technical proposal and cost proposal. The county intends to award either a fixed-price or fixed-rate contract. Contractors must meet stringent insurance requirements, including an AM Best Rating of A- VIII or better and general and auto liability limits up to 5 million dollars. All services are subject to inspection by the county and must be performed in accordance with recognized best practices and applicable federal, state, and local laws.
