CURRENT SITUATION: Most camp loads are fed from either PP2 or PP3, through 4-way or 6-way switches throughout camp. KBR load transfers between power plants requires a minimum 15-minute outage, which must be submitted 14 days in advance. This delay limits the UEM team's ability to maneuver loads between power plants during outages caused by maintenance, work upgrades or emergencies. During the 2023 TTX exercise, it was noted that if PP2 or PP3 were lost due to fire or other events, the camp would need approximately 6 hours to reroute the loads between power plants, which would negatively impact critical missions. Additionally, there is no measurement system in place at the 11 kV distribution network to monitor power quality across the camp, detect outages at any location, and take appropriate actions. REQUIREMENTS: 1- Install SCADA System: Install a SCADA system at PP2, PP2A, and PP3 to remotely monitor and control RMUs. This system should include servers, fiber optic/Ethernet switches, PLCs, databases, and HMIs at each power plant, minimizing the need for media converters. 2- Upgrade Switches: Upgrade the existing 4-way and 6-way switches RMUs across the camp to enable remote control and monitoring of RMUs by adding motorized switches. Remote monitoring should include the status of each switch, voltage, current, power, reactive power, cumulative consumption, and power quality parameters such as harmonics, voltage sags and swells, and THD for voltage and current. Synchronization Relays: 3- Upgrade the 4-way and 6-way switches with synchronization relays to allow closing the two feeders from both power plants and enable load sharing on RMUs from either or both power plants.
