Full Description

Mission & Installation Contracting Command, Fort Eustis, VA, intends to solicit and award a sole source one time, firm fixed price purchase order to Blackboard Inc. (Large Business) for Blackboard server and user licenses. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The requirement consists of Item 1 Quantity: 125,000 Each; Blackboard Learning System Item 2 Quantity: 125,000 Each; Blackboard Community System, Item 3 QTY: 125,000 Each; Blackboard Content System, Item 4 Quantity: 1 Each; Additional 7,500 users for a 90 day period. These licenses are proprietary to Blackboard Incorporated. The applicable NAICS code is 541511 Custom Computer Programming Services with as size standard of $25M. Any interested party, other than Blackboard Inc., that feels they can satisfy this requirement must identify their interest, experience, and capability to satisfy the requirement no later than Wednesday November 26, 2008.
