Full Description
This is a solicitation for commercial services prepared in accordance with Federal Acquisition Regulations Revolutionary Overhaul (RFO) Subpart 12.201, as supplemented with additional information included in this notice. Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland intends to award a firm-fixed price (FFP) purchase order using Simplified Acquisition Procedures for Tent, Chairs, and Restroom Rentals. This solicitation will be competed as a Total Small Business Set-Aside. This announcement constitutes the only solicitation for this requirement. Proposals are being requested under Request for Proposals (RFP) N0017426Q1088. The NAICS code is 352289 and the business size standard is $12,500,000.00 dollars. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Revolutionary Federal Acquisition Regulations Overhaul. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531.
The Government will award a contract resulting from this solicitation to the vendor responsible whose proposal conforms to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Questions and Answers
1. Is the tent location on grass, asphalt, or concrete? The tent is to cover the semi-circle asphalt area where everyone would be sitting.
2. Is there adequate access for delivery and setup equipment? If the tent will be installed on grass, may equipment be driven onto the grass? We suggest a site visit to the amphitheater, there should be plenty of room for setup.
3. Approximately how close is the unloading area to the tent location? – On site.
4. Aside from the power required for the ADA-compliant restroom trailer, will electrical power be available for tent lighting or other event equipment? –There will not be any other electrical requirement at this time.
5. Are the event hours available, or should we include tent lighting in our quotations? – There is no lighting needed. The actual event will be held in the morning of the Sept 3rd, but setup has to be completed the day before Sept. 2nd, 2026 between the hours of 0800-1500.
6. Is the site visit mandatory? No, the site visit is not mandatory in order to bid on this requirement.
