AI Contract Overview
The solicitation SP3300-26-Q-0100 seeks Firm-Fixed Price services for annual preventative maintenance, inspection, and repair of small arms used by DLA Police at Tracy, California, specifically Sig Sauer M17 handguns, FN M4 rifles, and Benelli M4 shotguns. The effort is structured as a 100% Small Business Set-Aside under NAICS code 811310 with a size standard of $12.5 million, and is being reissued to correct inaccuracies in the original line item quantities, now clearly defined across three distinct line items per contract year for each weapon type. The base year requires servicing of 76 M17s, 8 M4 rifles, and 17 M4 shotguns, with four optional years following, each requiring 8,460 maintenance operation hours. All quotes must include pricing for the base year and all options in an all-or-nothing award structure, with payment processed exclusively through Wide Area Workflow and no taxes applied due to the federal nature of the contracting agency. The Statement of Work mandates that all work meet manufacturer standards, include functional checks, detailed service reports, and verifiable technician certifications, while requiring traceability via CAGE codes, NSNs, lot numbers, and serial identifiers on all documentation and shipments. Packaging and marking must adhere to applicable military standards, though specific MIL-STDs are not named, and items must be delivered FOB destination to 25600 S. Chrisman Rd., Tracy, CA, with vendors required to be located within 25 miles of the delivery point. Award will be made on a Lowest Price Technically Acceptable basis, with proposals evaluated in sequence: first for Technical Capability (Acceptable/Unacceptable), then Past Performance (Acceptable/Unacceptable with unknown treated as acceptable), and finally, only technically acceptable offerors are subject to price evaluation where the lowest total quoted price determines selection. Proposals must be submitted electronically by email to John.Sproul@dla.mil no later than May 11, 2026, at 1:00 PM Eastern Time, in three separate files—Technical Capability, Past Performance, and Pricing & Administrative—with no hard copy or fax submissions permitted. The solicitation includes standard FAR clauses for commercial items, small business set-asides, and subcontracting limitations, with deviations applied to FAR 52.212-4 and FAR 5
