The contract requires end-to-end production services including audio, lighting, pipe and drape, video, and power systems with specific technical standards such as a 120 dB SPL minimum, certified rigging, DMX/Art-Net/sACN protocols, and the use of approved LED video walls with PITCH 2.97mm. All equipment must be artist-approved and fully integrated, with a dedicated Event Manager on-site throughout setup, performance, and takedown from 07:00 to 19:00 daily, including weekends. Proposals must include completed payment registration forms in USD and MXN, vendor portal registration, and evidence of past performance, business stability, and qualifications of the Event Manager. Technical acceptability is the primary evaluation criterion, assessed through past performance, vendor registration, SAM compliance, and English language proficiency; only technically acceptable offers proceed to price evaluation. The government will award based on trade-off analysis, prioritizing overall advantage over lowest cost. Special requirements include strict cybersecurity supply chain risk management, requiring submission of a Software Bill of Materials within 10 business days, prompt reporting of any cyber incidents within 12 hours, and mandatory flowdown of security obligations to subcontractors. All personnel must pass personal identity verification per DOS regulations, and the government retains full audit rights to records, personnel, and facilities. The delivery term is FOB destination at the New Embassy Compound, and all attachments must be submitted as signed PDFs. No set-aside applies, and contractors must be prepared for on-site inspections and acceptance based on zero-tolerance performance standards, allowing no more than one customer complaint per service.
