27014 Legislative and Government Affairs Services

Tulsa Public Schools is soliciting proposals for a legislative and government affairs service provider to advocate for district interests within the state legislature and provide general state and federal legislative liaison services. The selected provider will be responsible for establishing annual legislative goals, monitoring and analyzing relevant bills, testifying at committee meetings, and maintaining an active presence at the Oklahoma State Capitol from February 1 through May 31. The contract includes an initial term ending June 30, 2027, with the option for four consecutive one-year renewals through June 30, 2031. Proposals must be submitted electronically via the Beacon Bid Portal by October 13, 2026. Evaluation is based on personnel quality and experience (25%), the relevance of references (15%), and the overall quality and responsiveness of the proposal. Required submissions include vendor information with proof of registration with the Oklahoma Ethics Commission, a detailed work plan, a consultation budget, and at least three professional references. Awardees must comply with Oklahoma state laws, provide mandatory insurance coverages including Commercial General Liability and Professional Liability, and submit certifications regarding non-collusion, anti-bribery, and debarment. Payment terms are Net 30 days following the receipt of an itemized invoice.
