The United States Air Force Academy's 10th Mission Support Group intends to award a sole source, firm fixed price contract to College Bound Selection Service (CBSS) for purchasing student names and addresses to support the Admissions Office’s direct mail marketing project. CBSS has been selected because their yield rate for generating interested students is 2% higher than any other source, making them uniquely qualified to fulfill this requirement. The contract falls under the North American Industry Classification System code 541910, with a size standard of $6.5 million, and will be awarded using simplified acquisition procedures in accordance with the Federal Acquisition Regulation parts 12 and 13. This acquisition is justified under the authority allowing non-competitive awards when only one responsible source exists that meets the agency’s needs. The synopsis serves as a notification rather than a solicitation and invites other potential providers to submit a written response by February 27, 2008, if they believe they can meet the requirements. Responses must be concise and include contact information but will not be compensated. This procurement is not set aside for small businesses. An ombudsman has been appointed to confidentially address concerns or disputes related to this acquisition, though their role is limited to facilitation and does not impact formal evaluation or protest procedures. All inquiries should be directed to the designated Contract Specialist at the Air Force Academy.
